Hi, IELTS and TOFEL both tests are use to measure your fluency in English language through 4 reading, writing, speaking and listening sections.

TOFEL is comletly computer based while IELTS requires you to talk to a real person.

So, if you are completely comfortable with spending 4 hours looking at the screen typing and speaking into a microphone recording your voice then you can go for TOFEL.

In regards to IELTS, if you are comfortable with speaking in an interview type situation with a live person then IELTS is for you.
