As usual, I tried to come to revision of the unbearable situation in a peaceful way. It's a lie when the world claims we want to change the situation by force. There had been a chance to resolve the problem peacefully fifteen years before the national- socialist party came to power. On my own initiative I suggested more than once to revise these unbearable conditions. As you know, all of my proposals have been rejected.

You know about my initiatives on restoration of the German sovereignty in the German territories. You also know about my numerous attempts which I have undertaken to resolve peacefully the questions concerning Austria, then Sudet region, Bohemia and Moravia. It was in vain.

For four months, I have been watching the events silently, although I kept warning you all the time. Recently I have warned you more intensively...

...Dear deputies, if the German Government and the Fuehrer had put up with such treatment to Germany they would deserve to be resigned. But he is wrong who considers my love to peace and my patience as weakness and even cowardice...

Last night the Polish soldiers started shooting our territory. We would reply with fire until 5. 45 a.m. Now we'll oppose bombs to bombs. If someone uses gases he should expect us to use gases as well. I will fight against anyone till the security of the Reich and its rights are insured.

Being a national-socialist, as well as a German soldier, I am taking part in the struggle with my heart cold. All my life is an endless struggle in the name of my people, its rebirth, in the name of Germany. There was the only motto in this struggle - the trust in my people. The only word I've never used is "to surrender".

The appeal by the President of Moldova M.Snegur to the people of Moldova

Dear compatriots!

The burden of our kindness is pressing stronger than it is possible and threatens to destroy us. For the third year, a group of insolent foreigners, being in collusion with the traitors of the people, have been persecuting us in our country. Anxiety about tomorrow, fear for lives of our relatives and our own insurance has always been in the air. There are guns targeted at us. Our patience is over, though it has always been a typical feature of our people.

God is the witness: I've never wanted bloodshed. I've always rejected the idea of an opposition. I calmed down all the attempts of violence in the Moldavian land. Nowadays, dear compatriots, each hour can lead to new human victims. Therefore each of us has the right to expect the rulers of the republic not to appeal to you but to make decisions and actions to resolve the problems. The hatred of the people has exceeded the frames of the nation. They are resolute to sacrifice their lives for the sake of liberty for local residents, and they support those who come from the right Dniester bank to help them.

So, the knife is against the throat. The patience is over.

Our national dignity is in danger.

Compatriots! It is the time we can't delay any more making order in our country in our own way. This decision, as well as the appeal, fully corresponds to the main principles of the international Human Rights forums.

That's enough. We can no longer bear the mean attitude from Smirnov and Andreyeva's followers.

I ask you to be morally ready to follow the appeal of your Motherland which is now in great danger.

Let's unite our intentions and actions, and the victory will be ours.

May God help us!

The book you are holding in your hands is an extraordinary one. Every page of it is supported by a document. And each of these pages asks the question, "Can all this really happen again?.."

It describes the events of 1992, when the people of Pridnestrovie were faced with odious and man-hating national chauvinism, which they could defeat then.

Ten years ago, on their meeting in Moscow, 28-29 June, 1993, the International Public Tribunal, consisting of the most competent jurists in the world and human rights experts, drew a verdict on those who organized and performed the aggression against the Pridnestrovian Moldavian Republic, and made a conclusion that there can be no prescription for this crime. The Tribunal's resolution points out that there must be taken a thorough investigation of all the cases of particular individuals who are proved to be guilty, and they must be prosecuted.

Ten years have passed. Moldova has had different presidents and government leaders, but none of them has ever made an objective evaluation of the crimes committed by Moldova's military formations in the territory of Pridnestrovie, nor have any of the organizers and participants of this aggression ever been properly punished. Neither the material nor moral damage has been compensated, nor has anyone given official apologies to the people of the Pridnestrovian Moldavian Republic for the tragic events of 1992.

At the time of the negotiations that are currently held on the question of a common state based on federative grounds and consisting of two equal units - the Republic of Moldova and the Pridnestrovian Moldavian Republic - it is very important to draw the attention of the guaranteeing countries, OSCE, Council of Europe, and European Union to the problems that hinder the possibility of mutual understanding and which roots go back to the events of 1992.

We cannot pretend that nothing wrong has really happened -because too fresh are the memories, and too deep is the grief of the Pridnestrovian people who lost their relatives in 1992. The question arises quite naturally, "Who is going to take responsibilities for all this?.."

Today, Pridnestrovie is gripped in the vice of the diplomatic, economic and information blockade, meanwhile one can still hear Moldova's leadership referring in the speeches to the so-called "unification of the country" by every means.

Despite the contrast change of its attires, Moldova's political elite is still true to their deficient "ideals" of the past years.

The fact that those who inspired and gave criminal orders are still unpunished may cause new horrible crimes.

The past must never be repeated!

Conclusion On the criminal case No. 9206895 On the facts of Moldova's armed units invasion into the Pridnestrovian Moldavian Republic

The Public Prosecutor of the Pridnestrovian Moldavian Republic instituted the proceedings against the officials of the Republic of Moldova who committed crimes against the inhabitants of the PMR on the signs of the crimes according to Article 76, paragraph 1,4,6; Articles 88,95,127; paragraph 3, Article 261; Article 268 of the Criminal Code of the Moldavian Republic. The term of the preliminary investigation has been extended for the period of nine months.

The investigation of the case has revealed the following: 1. Like in other republics of the former USSR, the key point that disunited the society in Moldova was the Law of the official language of the state of 31 August, 1989. But there was one peculiarity: it did not only separate the indigenous nation from all the "newcomers", but it split apart the nation itself, as it had replaced the Moldavian language for the Rumanian language, thereby separating the elite of the "Bessarabian Rumanians" from the mass of the so-called "mankurts" who didn't wish to become Rumanians and tried to preserve their historical originality. That's why they were especially hated by the ruling regime.

Inability of the Parliament and the leaders of the Republic that were being controlled by the "National Front" to make the least concessions in the language issue, their disrespect to the legal and vital interests of the majority of the population of Moldavia caused a wave of dissatisfaction , conflicts and strikes. As a response, more pressure toward "mankurts" followed, more of them were made redundant. Violations of human rights, terror, and psychological pressure against the differently-minded became massive, as well as the facts of people running away from the Republic. The society was on the edge of the Civil War.

A decisive step on this way was made in June, 1990, when the Moldavian Parliament decided to abolish 2 August, 1940 Act which had proclaimed the Moldavian SSR, and by the willful decision of the Soviet Government, the Left-Bank Pridnestrovie was joined to the Right-Bank Land for the first time in its history. On this ground the Moldavian Parliament declared the fact of establishing the Moldavian SSR in the territory of the Rumanian Kingdom unlawful.

The Left-Bank of the Dniester River, which was as Autonomous Moldavian SSR a part of the Ukraine till 2 August, 1940, after the given Act was proclaimed as illegal, got a "carte blanche" to be independent from Kishinev, whose authorities had declared their independence. Due to the abolition of the 2 August, 1940 Act the Pridnestrovian people faced the choice of either recognizing their land as a part of the occupied Rumanian territory and joining to Rumania together with Moldova or to be an autonomous republic with the Ukraine again or to become an independent state.

Taking into consideration the circumstances mentioned above, according to the principles of the international law, Pridnestrovian people chose their own way democratically and freely. On 2 September, 1990, the Second Congress of the People's Soviets of all levels of Pridnestrovie elected the Provisional Supreme Soviet and adopted the Decree on the State Power in the Pridnestrovian MSSR, the Declaration on sovereignty of the Pridnestrovian MSSR and other basic documents on the state construction. In December 1990 the people of Pridnestrovie had a referendum and declared their will to establish a free civilized state -PMR, in which all the citizens are declared free and equal, and the Moldavian, Ukrainian, and Russian are the official languages.

*Local referendums concerning the formation of the Republic had been held in all towns and districts by December, 1990. The first referendum was held in Rybnitsa on December 3, 1989.

Kishinev's authorities demanded the referendum results to be abolished, together with the Pridnestrovian authorities, in order to preserve and restore the "constitutional order", that is the order which had been recognized by them as illegal and created by the "occupational regime" in the territory of the independent Rumanian Kingdom to which Pridnestrovie had never belonged.(Appendix No. 1, No. 2)

The conflict between Moldova and Pridnestrovie became military and political instead of just political. In October 1990, before the pridnestrovian referendum, M. Druk, the Prime-Minister of Moldova, and I. Kostash, Minister of Home Affairs, organized the first preventive march of the Moldavian troops. The policemen and volunteers armed and inspired by the National Front under the Rumanian three-coloured flag, attempted to set up the "constitutional order". One part of them moved to Gagausia (in the south of the republic), the other part acted in the east, near the Dniester-River. Their every step forward was accompanied with massacres, assaults, humiliations toward civilians, destructions of historical monuments, robberies, and acts of violence. It was only due to the working people detachments that arrived from Pridnestrovie and the cold-blooded defenders of Gagausia that made it possible to prevent the massacre of civil people planned by Kishinev.

2. On 2 November, 1990, the events in Dubossary went tragically from the very beginning. The people barricaded the bridge across the Dniester. Against the civil people armed with sticks, a task-troopers detachment was directed - general Kostash gave them the order to open fire - equipped with machine-guns, revolvers, armored vests and helmets. There was no provocation for this order, and it can't be justified. Three young people were killed: O.Geletyuk, V.Gotka, V.Mitsul

Why did it happen in Dubossary?

The geographical position of this town is very important from the strategical point of view. Having captured it, Moldova would be able to destroy political and economic integrity of the republic, to cut its northern regions from the southern and later by directed blows it would suppress possible rebel regions having no support. This fact determined special attention of Moldavian military towards Dubossary and its surrounding territory. Moldavian police and military forces were constantly concentrated on the way to Dubossary. Trying to burst into Dubossary they shot Pridnestrovian militia-men at the motor vehicle inspection post near Dubossary in December 13, 1991.

Terror groups including local and Moldavian National Front members were formed. They were called "Burunduki", "Buzhor", etc. and their tasks were diversions, destroying industrial enterprises, explosions of electric transmission lines, attempts on lives of Pridnestrovian leaders and patriots and so on. Their actions provoked the war which began on March 1, 1992. At night a car belonging to Dubossary militia was shot at from the building of the local police. The Head of the militia major Sypchenko was killed and one soldier was wounded. The terrorists hid themselves in the police building which was encircled by Cozacks. Moldavian Prime- Minister Muravsky threatened to conduct punitive actions in case the police would be attached. In the morning the policemen agreed to leave the encircled building armless but they didn't keep their promise, killed Cozack M. Zubkov, and wounded Cozack V. Meshkov.
